c'est une phrase passive : were given = Be + participe passé
elle veut dire: on donnait aux enfants les plus âgés la tâche de surveiller/vigie(sur un bateau)
pour mettre à la voix active il faut savoir qui donnait aux enfants cette tâche:
They gave older children the task ......
